In March 2014, two Spanish journalists held hostage by ISIS in Syria were released after six months of captivity. The following month, four French hostages, all journalists, were also released. In fact, all of the two dozen European hostages held by ISIS during a spate of kidnappings that began in late 2013 were eventually freed. All of the Americans, including journalists James Foley and Steven Sotloff, were killed, along with the British hostages. Why? Joel Simon, the executive director of the Committee to Protect Journalists, who has worked hard to try to bring dozens of reporters home to America in nearly two decades at the organization, delves into the heated hostage policy debate -- should American negotiate with terrorists, or even pay ransom? -- and insists that governments need to make hard decisions and necessary conclusions.
